- Email address: [email protected]
- Privacy Policy (Privacy Policy)
- Terms of Service
Article 4 (Effect and Amendment of the Terms)
- The Operator posts these Terms within the Game Service, on a linked screen or on the Wanted City website so that Members can read them. Important provisions, such as those on suspension of the Service, withdrawal of purchase, refunds, rescission or termination of the agreement and the Operator’s disclaimers, are clearly marked with bold text, color, symbols or the like, or presented on a separate linked screen, so that Members can easily recognize them.
- When the Operator amends these Terms, it announces the effective date, the amendments and the reasons within the Game Service or on a linked screen at least 7 days before the effective date. If the amendment is unfavorable to Members or is a material change, the Operator announces it in the same way at least 30 days before the effective date and also notifies Members by the means set out in Article 27(1). In either case, the Operator clearly compares the provisions before and after the amendment so that Members can easily understand them.
- After announcing amended Terms, the Operator confirms whether Members agree to their application. When giving the announcement or notice under Paragraph 2, the Operator also states that a Member who does not express consent or refusal may be deemed to have consented, and if a Member does not express refusal by the effective date of the amended Terms, the Member may be deemed to have consented to them. If a Member does not agree to the amended Terms, either the Operator or the Member may terminate the service agreement.
- The Operator takes measures to allow Members to ask questions and receive answers about these Terms.
- The Operator may amend these Terms to the extent that doing so does not violate relevant laws, such as the Act on the Consumer Protection in Electronic Commerce, the Act on the Regulation of Terms and Conditions, the Game Industry Promotion Act, the Act on Promotion of Information and Communications Network Utilization and Information Protection, and the Content Industry Promotion Act.
Article 5 (Conclusion and Application of the Service Agreement)

- The Operator lacks spare capacity, certain Devices are difficult to support, or there is a technical problem.
- There is a failure in the Service, in service fees or in payment methods.
- Any other reason equivalent to the above that makes acceptance difficult.
- Members may sign in to the Service with a guest account or with an External Account (Google, Apple, Toss, etc.). The Operator uses Google Firebase Authentication for sign-in and account authentication.
- The game usage information of a guest account is tied to the Device and the Application. If the Application is deleted, the Device is changed or reset, or browser data is cleared while no External Account is linked, that information may not be recoverable. Members who wish to keep their game usage information must link an External Account.
Article 6 (Rules Outside These Terms)
Matters not set out in these Terms and the interpretation of these Terms are governed by relevant laws, such as the Act on the Consumer Protection in Electronic Commerce, the Act on the Regulation of Terms and Conditions, the Game Industry Promotion Act, the Act on Promotion of Information and Communications Network Utilization and Information Protection, and the Content Industry Promotion Act, or by commercial practice.

- The Operator posts the Operating Policy within the Game Service or on a linked screen so that Members can read it.

- It does not fundamentally differ from these Terms and stays within a scope Members can foresee.
Chapter 2. Personal Information

- The Operator faithfully exercises its rights and performs its obligations under relevant laws and these Terms in good faith.
- The Operator maintains security systems to protect personal information (including credit information) so that Members can use the Service safely, and publishes and complies with its Privacy Policy. Except as provided in these Terms and the Privacy Policy, the Operator does not allow Members’ personal information to be disclosed or provided to third parties.
- If, while improving the Service to provide it continuously and stably, equipment fails or data is lost or damaged, the Operator makes reasonable efforts to repair or restore it without delay, unless there is an unavoidable reason such as a natural disaster, an emergency, or a failure or defect that cannot be resolved with current technology.
Article 10 (Obligations of Members)
- In connection with the use of the Service, Members must not do any of the following.

- Collect, store, post or distribute other Members’ personal information without authorization.
- Use the Service in an unwholesome way, such as gambling or other speculative acts or inducing them, exchanging or posting obscene or vulgar information or linking to obscene sites, or sending, displaying or distributing to others, through chat, nicknames, island buildings or the like, words, sounds, text, pictures, photos, videos or shapes that cause shame, disgust or fear.
- Use the Service without authorization for purposes other than its intended use, such as profit-making, business, advertising, promotion, political activity or election campaigning.
- Copy, distribute or encourage the distribution of information obtained through the Service without authorization or use it commercially, or use the Service by exploiting known or unknown bugs.
- Obtain a benefit by deceiving others, or cause harm to others in connection with the use of the Service.
- Infringe the intellectual property rights or portrait rights of the Operator or others, or defame or harm others.
- Intentionally send, post, distribute or use information (computer programs) whose transmission or posting is prohibited by law, or viruses, computer code, files or programs designed to disrupt or destroy the normal operation of computer software, hardware or telecommunications equipment.

- Any other act that violates relevant laws or is contrary to good morals or social norms.

- The content and manner of chat
- Creations that Members make in the game and that are shown to other users, such as island buildings
- Use of boards and of the Service
- Policies of affiliated external platform services such as Google, Apple and Toss
Chapter 4. Use of the Service and Restrictions
Article 11 (Provision of the Service)
- The Operator makes the Service available immediately to Members whose service agreement has been concluded under Article 5. However, some services may start on a date set by the Operator as needed.
- When providing the Game Service, the Operator may provide additional services together with the services set out in these Terms.
- The Operator may classify Members into tiers and differentiate use by subdividing usage time, number of uses, scope of services provided and the like.
Article 12 (Use of the Service)
- The Game Service is provided during the hours set by the Operator’s business policy. The Operator announces the hours of the Game Service in an appropriate manner on the Application’s start screen or in Game Service notices.
- Notwithstanding Paragraph 1, the Operator may temporarily suspend all or part of the Service in the following cases. In that case, the Operator announces the reason and period of the suspension in advance on the Application’s start screen, in Game Service notices or the like. If advance notice is impossible for unavoidable reasons, the Operator may announce it afterwards.
- When necessary for system operation, such as scheduled system maintenance, server expansion or replacement, or network instability
- When normal service is impossible due to a power outage, failure of service equipment, a surge in usage, or maintenance or inspection of equipment by a telecommunications carrier
- When a situation beyond the Operator’s control occurs, such as war, incident, natural disaster or an equivalent national emergency
- The Operator provides the Service through Applications for mobile devices, Applications for PCs, or Applications that run in a web browser, together with networks. Members may use the Service free of charge or for a fee by downloading and installing an Application or by accessing it through a web browser.
- Paid content can be used only after paying the fee stated for it. Downloading an Application or using the Service over a network may incur separate charges set by the Member’s mobile carrier or internet service provider.
- Applications downloaded and installed, and services used over a network, are provided to suit the characteristics of the Device, operating system, web browser or mobile carrier. All or part of the Content may become unusable after a change of Device or phone number or during international roaming, and the Operator is not liable in that case.
- Applications downloaded and installed, and services used over a network, may run tasks in the background. Additional charges may arise depending on the characteristics of the Device or mobile carrier, and the Operator is not liable for them.
Article 13 (Change and Discontinuation of the Service)
- The Operator may change the Service as needed for operational or technical reasons to provide the Game Service smoothly, and announces the change within the Game Service beforehand. However, for unavoidable changes such as bug or error fixes and emergency updates, or for changes that are not material, the Operator may announce them afterwards.
- If it becomes difficult to continue the Game Service for a serious business reason, such as closure of the business following a transfer, split or merger, expiry of the contract to provide the game, or a marked decline in the Game Service’s revenue, the Operator may discontinue the entire Service. In that case, the Operator announces the discontinuation date, the reason and the compensation terms on the Application’s start screen or a linked screen at least 30 days before the discontinuation date, and notifies Members by the means in Article 27(1).
- In the case of Paragraph 2, the Operator refunds paid items that are unused or have remaining usage periods in accordance with Article 24(3).
- During test operation such as alpha or beta, the game’s rules, balance, features and content may change or be removed, and the Operator may reset game usage information such as characters, items, game money and progress. The Operator announces in advance, within the Game Service or on the website, that the Service is in test operation and may be reset, and does not compensate for changes to or resets of game usage information obtained free of charge during test operation. Purchased paid content is handled under Paragraph 3, Article 22, Article 24(3) and applicable law.
Article 14 (Collection of Information)
- The Operator may store and retain chat between Members, and only the Operator holds this information. The Operator may view it only to mediate disputes between Members, handle complaints or maintain order in the game, and third parties may view it only when authorized by law.
- If the Operator or a third party has viewed chat information under Paragraph 1, the Operator tells the Member concerned the reason and scope on the Member’s request. However, the Operator may withhold this while telling it could hinder an investigation or the examination of a prohibited act.
- For smooth and stable operation of the Service and improvement of its quality, the Operator may collect and use Members’ Device information (settings, specifications, operating system, version, etc.), excluding personal information.
- The Operator may ask Members for additional information to improve the Service or introduce services to Members. Members may accept or refuse such a request, and the Operator informs Members that they may refuse when making it.
- The items of information collected under this Article, the purposes of use and the retention periods are set out in the Privacy Policy.
Article 15 (Advertising)
- The Operator may display advertising within the Game Service in connection with operating the Service, including advertising served by third-party ad networks such as Google AdMob (including ads that grant a reward for viewing). Information processed in the course of serving ads is governed by the Privacy Policy.
- The Operator may send advertising information by email, text message (LMS/SMS), push notification or similar means only to Members who have consented to receive it. Members may refuse to receive it at any time, and the Operator does not send advertising information to Members who have refused.
- Banners, links and the like within the Service may connect to advertising or services provided by others.
- When a Member is connected to advertising or services provided by others under Paragraph 3, the services provided there are outside the Operator’s service area, so the Operator does not guarantee their reliability, stability or the like and is not liable for resulting damage to Members. However, this does not apply if the Operator, intentionally or through gross negligence, facilitated the damage or failed to take measures to prevent it.
Article 16 (Ownership of Copyright)
- Copyright and other intellectual property rights in the Content within the Game Service produced by the Operator belong to the Operator.
- Members must not use for profit, or let others use, information obtained through the Game Service whose intellectual property rights belong to the Operator or a provider, by copying, transmission or other means (including editing, publication, performance, distribution, broadcasting and creation of derivative works; the same applies below), without the prior consent of the Operator or the provider.
- Members permit the Operator to use communications including chat text, nicknames, island buildings, images, sounds and all other material and information that are shown in the game or that Members or other users upload or transmit through the Application or the Game Service in connection with the Game Service (“User Content”), by the following methods and on the following conditions.
- Using, changing the editing format of and otherwise modifying the User Content (in any form, including publication, reproduction, performance, transmission, distribution, broadcasting and creation of derivative works, without limit as to period or territory)
- Not selling, renting or transferring User Content for trade without the prior consent of the user who created it
- For a Member’s User Content that is not shown in the game and not integrated with the Game Service (for example, posts on general boards), the Operator does not use it without the Member’s explicit consent beyond the storage, transmission and display needed to provide the Service, and the Member may delete such User Content at any time.
- If the Operator determines that posts, chat, nicknames, island buildings or other User Content that a Member posts or registers in the Service constitute a prohibited act under Article 10(1), the Operator may, without prior notice, delete, hide or move it, require it to be changed, reset it, or refuse to register it.
- A Member whose legal interests are infringed by information posted on a board or the like operated by the Operator may ask the Operator to delete the information or to post a rebuttal. The Operator then promptly takes the necessary measures and notifies the requester.
- This Article remains in effect while the Operator operates the Game Service and continues to apply after a Member withdraws.
Article 17 (Purchase, Period and Use of Paid Content)
- Paid content a Member purchases within the Game Service can be used only in the Application signed in with the account used for the purchase, and its use may be limited by the Open Market of purchase or the type of Device under the Open Market’s policy.
- The usage period of paid content a Member purchases follows the period stated at the time of purchase. However, if the Service is discontinued under Article 13(2), the usage period of paid content without a fixed period ends on the discontinuation date announced in the discontinuation notice.
Article 18 (Restrictions on Members’ Use of the Service)
- Members must not breach their obligations under Article 10. If a Member does so, the Operator may take restrictive measures, including restricting the Member’s use of the Service as classified below, deleting related information (posts, photos, videos, buildings, etc.) and other measures. The specific grounds and procedures for restrictive measures are set out in the Operating Policy under Article 19(1).
- Restriction of certain permissions: restricting certain permissions, such as chat or building, for a set period
- Character restriction: restricting use of the Member’s character for a set period or permanently
- Account restriction: restricting use of the Member’s account for a set period or permanently
- Member restriction: restricting the Member’s use of the Game Service for a set period or permanently
- If a restriction under Paragraph 1 is justified, the Operator does not compensate the Member for damage caused by it.
- The Operator may suspend use of the Service by the account concerned until its investigation of the following is complete.
- A legitimate report has been received that the account was hacked or stolen.
- The Member is suspected of an illegal act, such as using an illegal program or running a farming operation.
- Any other reason equivalent to the above that requires a provisional measure on use of the Service.
- After the investigation under Paragraph 3 is complete, for paid Game Services the Operator extends the Member’s usage time by the period of suspension or compensates with equivalent paid services, game money or the like. However, this does not apply if the Member falls under any item of Paragraph 3.
- The Operator applies a zero-tolerance policy to the following acts (“Serious Violations”). Where a Serious Violation is confirmed, the Operator may, regardless of the number of occurrences and without the graduated measures of Paragraph 1 or the advance notice of Article 19(2), immediately and permanently restrict the account concerned (including any other account held or used by the same Member), terminate the service agreement and recover the cyber assets and gains obtained through the act. Objections to a measure under this Paragraph follow Article 20.
- Affecting the progress or results of the game with hacks, cheats, macros, bots, modification of memory, packets or the client, or any other program not provided by the Operator or abnormal method.
- Exploiting bugs or errors to obtain or duplicate cyber assets or to use the Service.
- Abusing refunds, such as cancelling or obtaining a refund of a payment through an app store operator after using or consuming the paid content, doing so repeatedly, or transferring the refunded goods or items obtained with them to another account.
- Fraud, such as deceiving other Members to obtain cyber assets or money, or using another person’s payment method or account.
- Carrying on as a business any act under Article 10(1), Item 2, such as cash trading of cyber assets, running a farming operation or trading accounts.
- Any act under Article 10(1), Item 12, such as hacking servers, reverse engineering or building private servers.
- Where a Member is permanently restricted or the service agreement is terminated under Paragraph 5, the Operator has no obligation to refund the paid content, paid goods or unused purchase amounts held by the account concerned, or to compensate for damage caused by the restriction. Any refund request the Member makes directly to Google Play, Apple App Store, Toss or another app store operator is governed by that operator’s policy; the Operator does not process, guarantee or take part in it. Where applicable law mandates a refund, the Operator refunds to that extent.
Article 19 (Grounds and Procedures for Restrictive Measures)
- The Operator sets out the specific grounds and procedures for restrictive measures under Article 18(1) in the Operating Policy, taking into account the nature, severity, frequency and results of prohibited acts under Article 10(1).
- When taking a restrictive measure under Article 18(1), the Operator notifies the Member of the following in advance. If urgent action is needed, the Operator may notify the Member afterwards.
- The grounds for the restrictive measure
- The type and period of the restrictive measure
- How to object to the restrictive measure
Article 20 (Procedure for Objecting to Restrictive Measures)
- A Member who wishes to contest a restrictive measure must submit to the Operator, within 14 days of receiving notice of it, an objection stating the reasons, in writing, by email ([email protected]) or by an equivalent means.
- The Operator responds to the reasons for the objection in writing, by email or by an equivalent means within 15 days of receiving it. If the Operator cannot respond within that period, it notifies the Member of the reason and the expected schedule.
- If the reasons for the objection are valid, the Operator takes measures accordingly.
Chapter 5. Withdrawal of Purchase, Refund of Overpayments and Termination
Article 21 (Payment)
- In principle, charges for and payment of Content follow the policies and methods set by Open Market operators such as Google Play, the Apple App Store and Toss, or by mobile carriers and the like. Limits for each payment method may be granted or adjusted under the policies of the Operator or Open Market operators or under government guidelines.
- If Content is paid for in a foreign currency, the amount actually charged may differ from the price shown in the Service’s store or elsewhere because of exchange rates, fees and the like.
Article 22 (Withdrawal of Purchase)
- A Member who has concluded a contract with the Operator to purchase paid content may withdraw the purchase within 7 days from the later of the contract date and the date the content becomes available, without any fee or penalty.
- A Member may not withdraw a purchase under Paragraph 1 against the Operator’s will in the following cases. However, for a purchase consisting of divisible content, this does not apply to the remaining portion that does not fall under the following.
- Paid content that is used or applied immediately upon purchase
- Content for which additional benefits were provided and those benefits have been used
- Content for which opening can be regarded as use, or whose value is determined on opening, once it has been opened
- For content that cannot be withdrawn under the items of Paragraph 2, the Operator clearly indicates that fact where Members can easily see it and, by offering a trial (such as temporary use or a trial version) or, where that is difficult, by providing information about the content, ensures that Members’ right of withdrawal is not obstructed. If the Operator fails to take these measures, Members may withdraw the purchase notwithstanding the restrictions in Paragraph 2.
- Notwithstanding Paragraphs 1 and 2, if purchased paid content differs from what was displayed or advertised, or is performed differently from the purchase contract, the Member may withdraw the purchase within 3 months from the date the content became available, or within 30 days from the date the Member knew or could have known of that fact.
- When a Member withdraws a purchase, the Operator confirms the purchase history through the platform operator or Open Market operator. The Operator may also contact the Member using the information the Member provided to confirm a legitimate reason for withdrawal, and may request additional proof.
- When a purchase is withdrawn under Paragraphs 1 to 4, the Operator recovers the paid content without delay and refunds the payment within 3 business days. If the Operator delays the refund, it pays interest for the period of delay calculated at the rate set by the Act on the Consumer Protection in Electronic Commerce and Article 21-3 of its Enforcement Decree.
- When a minor concludes a content purchase contract on a Device, the Operator informs the minor that, without the consent of a legal representative, the minor or the legal representative may cancel the contract. If a minor concludes a purchase contract without the legal representative’s consent, the minor or the legal representative may cancel it with the Operator. However, the contract cannot be cancelled if the minor purchased the content with property the legal representative permitted the minor to dispose of within a set scope, or if the minor used deception to make the Operator believe the minor was an adult or had the legal representative’s consent.
- Whether a party to a content purchase contract is a minor is determined based on the Device used for payment, information on the person who made the payment, the name of the payment method holder and the like. The Operator may request documents proving minority and legal representation to confirm that a cancellation is legitimate.
- The specific methods and procedures for requesting withdrawal and refunds are set out in the Refund Policy.
Article 23 (Refund of Overpayments)
- If an overpayment occurs, the Operator refunds it to the Member. However, if the overpayment was caused by the Member’s fault without intent or negligence on the Operator’s part, the Member bears the actual cost of the refund within a reasonable range.
- Payments through the Application follow the payment methods provided by Open Market operators, and if an overpayment occurs during payment, the Member must request a refund from the Operator or the Open Market operator.
- Communication charges (call charges, data charges, etc.) incurred by downloading the Application or using network services may be excluded from refunds.
- Refunds are processed under the refund policy of the relevant Open Market operator or of the Operator, depending on the Open Market where payment was made or the operating system of the Device used for the Service. The Operator’s refund policy is available in the Refund Policy.
- To process a refund of an overpayment, the Operator may contact the Member using the information the Member provided and may request the necessary information. The Operator makes the refund within 3 business days of receiving the information needed from the Member.
Article 24 (Termination of the Agreement)
- A Member who no longer wishes to use the Service may terminate the service agreement at any time by withdrawing membership. Withdrawal can be made with the account deletion feature in the Application or by request to the Operator; see Account Deletion for details. Upon withdrawal, all game usage information the Member held in the Game Service is deleted and cannot be restored.
- If there is a serious reason that makes it impossible to maintain this agreement, such as a Member engaging in an act prohibited by these Terms, the Operating Policy or a service policy, the Operator may, after giving notice a reasonable period in advance, suspend the Member’s use of the Service for a set period or terminate the service agreement. However, where a Serious Violation under Article 18(5) is confirmed, the Operator may terminate the service agreement immediately without prior notice.
- Refunds and damages under Paragraphs 1 and 2 are handled in accordance with the Content User Protection Guidelines. However, Article 18(6) applies to a Member whose service agreement is terminated under Article 18(5).
- To protect the personal information of Members who have not used the Operator’s Service for one consecutive year since their last use (“Dormant Accounts”), the Operator may terminate the service agreement and take measures such as destroying the Member’s personal information. In that case, the Operator notifies the Member, at least 30 days before the measure, that the agreement will be terminated and personal information destroyed, and of the personal information to be destroyed.
Chapter 6. Damages and Disclaimers
Article 25 (Damages)
- If the Operator or a Member causes damage to the other party by violating these Terms, that party is liable to compensate for the damage. However, this does not apply if there was no intent or negligence.
- If the Operator provides a separate service to Members under a partnership agreement with a separate service provider, and a Member who has agreed to the terms of that separate service suffers damage through the intent or negligence of that provider, the provider is liable for the damage.
- Except where the Operator acted intentionally or with gross negligence, the Operator’s total liability to a Member in connection with the Service does not exceed the amount the Member actually paid in the Service during the 3 months before the damage occurred. Where applicable law provides otherwise, the law applies.
Article 26 (Disclaimers)
- The Operator is not liable for failing to provide the Service when it cannot do so because of a natural disaster or equivalent force majeure.
- The Operator is not liable for damage arising from repair, replacement, scheduled maintenance, construction or similar work on service equipment. However, this does not apply if the Operator acted intentionally or with gross negligence.
- The Operator is not liable for disruptions to use of the Service caused by a Member’s intent or negligence. However, this does not apply if the Member had an unavoidable or legitimate reason.
- The Operator is not liable for the reliability, accuracy or the like of information or material posted by Members in connection with the Service, unless the Operator acted intentionally or with gross negligence.
- The Operator has no obligation to intervene in transactions or disputes arising between Members, or between a Member and others, through the Service, and is not liable for resulting damage.
- The Operator is not liable for damage to Members in connection with the use of services provided free of charge. However, this does not apply if the Operator acted intentionally or with gross negligence.
- The Operator is not liable for Members failing to obtain, or losing, the benefits they expected from using the Service.
- The Operator is not liable for the loss of a Member’s in-game experience points, levels, items, game money or the like. However, this does not apply if the Operator acted intentionally or with gross negligence.
- The Operator is not liable for third-party payments that occur because a Member did not manage a Device password, a password provided by an Open Market operator or the like. However, this does not apply if the Operator acted intentionally or with gross negligence.
- The Operator is not liable if a Member cannot use all or some functions of the Content because of a change of Device, a change of phone number, a change of operating system (OS) or web browser version, international roaming, a change of carrier or the like. However, this does not apply if the Operator acted intentionally or with gross negligence.
- The Operator is not liable if a Member deletes Content or Account Information provided by the Operator. However, this does not apply if the Operator acted intentionally or with gross negligence.
- The Operator is not liable for damage a Temporary Member suffers from using the Service (including loss of game usage information because the Application was deleted or the Device was changed while no External Account was linked). However, this does not apply if the Operator acted intentionally or with gross negligence.
Article 27 (Notices to Members)
- The Operator may give notice to a Member by the Member’s email address, the in-game mailbox or messages, push notifications, text messages (LMS/SMS) or the like.
- When giving notice to all Members, the Operator may, instead of the notice under Paragraph 1, post it within the Game Service for 7 days or more or present it in a pop-up screen or the like.
Article 28 (Jurisdiction and Governing Law)
These Terms are governed by and interpreted under the laws of the Republic of Korea. If a lawsuit is filed over a dispute between the Operator and a Member, the competent court is the court with jurisdiction under the Civil Procedure Act of Korea.
Article 29 (Handling of Member Complaints and Dispute Resolution)
- For Members’ convenience, the Operator explains within the Game Service or on a linked screen how Members can submit opinions or complaints. Members may submit opinions or complaints by email ([email protected]), and the Operator designates a person in charge of handling them.
- If an opinion or complaint raised by a Member is objectively recognized as justified, the Operator handles it promptly within a reasonable period. If handling takes a long time, the Operator announces the reason and the schedule within the Game Service or notifies the Member under Article 27(1).
- If a dispute arises between the Operator and a Member and a third-party dispute mediation body mediates it, the Operator faithfully substantiates the measures it took regarding the Member, such as restrictions on use, and may follow the mediation body’s decision.
